Possible hack?

I've seen people use wallhacks, aimbots. But I've never before seen this in my gaming years.

There were spoofs of stun grenades at one spot to create one big cloud. It drops your framerates all the way down to 0 where you can't move until you look/move away from it. I've seen it happen in 1 map in about 4 places. And yes, it stays there for the whole round.

Is this a possible hack, or what?
